The Housing Authority of the City of Texarkana, Texas (HATT) dba Village Communities of Texarkana, Texas (VCTT), is updating its FY 2024 Five-Year/Annual Public Housing Authority (PHA) Plan.

Per HUD regulations, the FY 2024 Five-Year/Annual PHA Plan will be available for public review and comment for forty-five (45) days from July 24, 2023, to September 8, 2023.

Please call 903.223.3658 or Email Village Communities if you would like to obtain a copy of the proposed FY 2024 Five-Year/Annual PHA Plan.

We encourage and ask all residents to review these changes and make comments or suggestions.

Please make all comments regarding the draft in writing and mail or place your comments in the drop box at:

Comments can be made anonymously, and all comments made within the forty-five (45)-day time frame will be reviewed.

The public review and comment period will end at 12:00 PM on Friday, September 8, 2023. No comments will be taken or reviewed if submitted or received after this date.

We encourage residents to join our Resident Advisory Board (RAB) which is a board whose membership is made up of individuals who adequately reflect and represent the residents assisted by the PHA.

A public hearing will be held at 2:00pm on Tuesday, September 12, 2023, in the VCTT HQ Board Room located at 1611 n. Robison Road, Texarkana, Texas 75501.

If you are interested in becoming a member of the RAB, please attend the public hearing at 2:00 PM on Tuesday, September 12, 2023.

Final action on the changes to the FY 2024 Five-Year/Annual PHA Plan will be presented to the VCTT Board of Commissioners at the September 22, 2023, Board meeting.
