Summary 
The Asset Portfolio Manager is responsible for the long-term stewardship, performance, and sustainability of VCTT's housing portfolio. This role provides consistent oversight of existing properties while leading capital rehab projects and supporting early-stage development and acquisition feasibility.

Affordable Housing Asset Managers oversee the financial performance and operational efficiency of affordable housing properties, ensuring compliance with regulatory standards and maximizing investment returns. They analyze budgets, manage tenant relations, and coordinate maintenance to preserve property value while maintaining affordability. Expertise in HUD and LIHTC programs is essential to optimize asset management strategies and secure funding.

Individuals with strong analytical skills and a thorough understanding of affordable housing regulations are suitable for this position. Candidates who are comfortable working with financial data, compliance requirements, and property management are sought for this position. Those who prefer routine office work without stakeholder interaction might find the job challenging due to its dynamic nature involving tenant relations and property oversight.

Qualifications
Asset Portfolio Manager requires a strong background in real estate finance, property management, and affordable housing regulations including LIHTC and HUD programs. A bachelor's degree in finance, real estate, business administration, or a related field is essential, with preferred candidates who hold certifications such as Certified Property Manager (CPM) or Affordable Housing Professional (AHP). Experience in asset management, financial analysis, budgeting, and compliance monitoring within affordable housing projects is critical to ensure effective portfolio performance and regulatory adherence.

Responsibility 
Asset Portfolio Manager oversee the performance and compliance of affordable housing properties, ensuring adherence to regulatory guidelines and financial goals. They manage property budgets, monitor rent collections, and coordinate maintenance schedules to optimize asset value and resident satisfaction. Their role includes conducting regular audits, preparing reports for investors, and implementing strategies to maintain long-term affordability and operational efficiency.

Position Purpose 
This role exists to move the organization from reactive property management to proactive, strategic asset stewardship. By owning portfolio assessment, capital planning, and rehab execution, the Housing Asset & Portfolio Manager creates durable internal capacity that supports funding readiness, compliance, and long-term sustainability.

Core Responsibilities 
As an Asset Portfolio Manager, you will: 

  • Build and oversee annual operating budgets and long-term financial plans
  • Drive quarter-over-quarter performance improvement across assigned assets
  • Orchestrate a well-run operational plan to drive NOI
  • Establish goals and performance expectations for each property
  • Oversee regional and on-site leadership on operational strategy and personnel matters
  • Actively support team development, engagement, and VCTT's culture
  • Produce monthly, quarterly, and annual portfolio reporting, including financial analysis
  • Review operating statements and performance metrics monthly
  • Develop and analyze 3, 5, and 10-year capital plans and capital needs assessments
  • Evaluate refinancing and restructuring opportunities based on debt and market conditions
  • Build strong relationships with brokers and lenders to position VCTT for future opportunities
  • Evaluate and underwrite potential acquisitions and disposition opportunities
  • Lead due diligence and acquisition closings, including financial and operational reviews

Required Experience Includes:

  • 5-7 years of multifamily operations experience
  • 2-4 years of proven direct multifamily asset management experience
  • Bachelor's degree in business, finance, accounting, real estate, or related field
  • Experience overseeing multi-site portfolios across a geographic region
  • Strong financial analysis skills (ROI, cash-on-cash, valuation modeling)
  • Strategic thinker with strong execution discipline
  • Comfortably operating in a fast-paced, growth-oriented environment

No direct reports initially. The role will work closely with Facilities and Operations staff and may evolve as the portfolio grows.

VCTT Instrumentalities & Affiliates (When engaged) 
Provide various professional services under agreements with HUD and other entities including, but not limited to:

HCV Services

  • Technical Assistance - HCV Program Administration; When engaged and assigned.
    • Provide consulting and program management services
    • Interpret and implement new HUD policies and requirements
    • Develop strategies for responding to audit findings
    • Provide customized training based on client needs and assessments
    • Conduct program assessments and process mapping in order to improve program efficiencies, identify training areas, and reduce administrative costs
    • Oversee waiting list openings, including marketing materials, call center, applicant assistance, lottery selection, and applicant notifications

  • Technical Assistance - Inspection Services: When engaged and assigned.
    • Offer Inspections by HQS- certified and lead-based paint trained inspectors
    • Provide technology tools that create efficient and effective routes
    • Assist Owners and Participants by offering a dedicated Web Portal to access real-time information, including schedules, results and deficiencies
    • Deliver immediate notice to the PHA, owner and tenant for failed inspections via email and mail
    • Provide customer service Call Center

  • Technical Assistance - Technology Tools: When engaged and assigned.
    • Provide proprietary HCV technology tools to reduce administrative costs and improve efficiency:
    • Applicant Portal for simple online wait list application management
    • Inspection Management System to monitor inspectors, improve communication, and maintain letters and photos in real-time
    • Quality Control Management System to monitor compliance, staff performance, and reduce errors
    • Owner and Participant Portals to manage owner and resident activity
