22-5 Home Building Program

The Village Communities of Texarkana, Texas (VCTT) invites you to attend this Pre-Proposal and Qualifications meeting/forum to discuss the feasibility of developing residential property for the construction of new residential structures that include single-family, duplex or multi-family housing use. This invitation is extended to qualified area residential developers and construction firms.

The Village Communities of Texarkana, Texas (VCTT) will be requesting Proposals and Qualifications from area residential developers and construction firms to develop select residential properties in Texarkana, Texas for the VCTT after this Pre-Proposal and Qualifications meeting/forum.

This Pre-Proposal and Qualifications meeting shall be an open meeting/forum seeking professional and technical advice and information specifically on the development of existing property owned by VCTT in Texarkana, Texas, to develop this RFQ 22-5 Home Building Program. The meeting/forum will be on November 21st, 2022, at 9 a.m. in the VCTT Board Room, 1611 N. Robison Rd. Texarkana, Texas. The meeting/forum shall not exceed two (2) hours in duration.

Pre-Proposal and Qualifications meeting topics of discussion will include:

1. An overview of the Scope of work for Request for Qualifications (RFQ) 22-5 Home Building Program, pages 1- 18. See Attachment "A"
2. The extent and services required for re-developing existing property previously occupied by World War II
   era duplexes, fourplexes, and homes for single-family, duplex, or multi-family housing,
3. The services required for surveying existing vacant lots previously occupied by existing single-family dwellings at various locations in the Rosehill Community will be predetermined
   before the distribution of the RFQ,
4. The existing underground utilities, streets, infrastructure, etc., at the construction sites.
5. Establish the RFQ 22-5 Home Sweet Home program submittal deadline date and time.
