2019 PHADA/Rutgers Executive Director Education Program (EDEP)

TEXARKANA, TEXAS - The Housing Authority of the City of Texarkana, Texas (“HATT”) is proud to announce that Mr. Antonio Williams has successfully completed the requirements of the PHADA/Rutgers Executive Director Education Program (EDEP).

Congratulations to Mr. Antonio Williams! Mr. Williams graduated from the program on Tuesday, January 8, 2019. The EDEP Luncheon was held as part of the PHADA 2019 Commissioners’ Conference in Miami, Florida.

Based on the model which has been in place in New Jersey since 1994, the program consists of a series of ten courses designed to reinforce the technical, managerial and strategic competencies required of a successful executive director/CEO (PHADA.org).

Mr. Williams, along with other participants of the program, was awarded a PHADA/Rutgers University certificate of completion.

In an era when the rules of the game are changing rapidly, this program offers Executive Directors/CEOs meaningful educational experiences who desire to stay current with industry standards and gain new insight into the profession (PHADA.org).

Financial Management
Legal Issues
Maintenance Management
Personnel Management
Procurement and Contract Management
PHAS/SEMAP
Planning for Change
Public Relations/Communication.

Participants of the program must be in attendance for the entire length of each session and pass a test administered on site in order to receive credit for the course.
