The Housing Authority of the City of Texarkana, Texas (HATT) d.b.a. Village Communities of Texarkana, Texas (VCTT) is updating its Public Housing Authority (PHA) Annual Plan for the fiscal year 2027.

Per HUD regulations, the PHA Annual Plan will be available for public review and comment for forty-five (45) days from July 29, 2026, to September 14, 2026.

We encourage and ask all residents to review these changes and make comments or suggestions.

Comments can be made anonymously, and all comments made within the forty-five (45) day time frame will be reviewed.

The public review and comment period will end at 12:00 pm on Monday, September 14, 2026. 
No comments will be taken or reviewed if submitted or received after this date.

We encourage residents to join our Resident Advisory Board (RAB) which is a board whose membership is made up of individuals who adequately reflect and represent the residents assisted by the PHA.

A public hearing will be held at 2:00 pm on Wednesday, September 16, 2026, in the VCTT HQ Board Room located at 1611 N. Robison Road, Texarkana, Texas 75501.

If you are interested in becoming a member of the RAB, please attend the public hearing at 2:00 pm on Wednesday, September 16, 2026.

Final action on the changes to the PHA Annual Plan will be presented to the VCTT Board of Commissioners at the September 25, 2026, board meeting.
